This position is responsible for planning, organizing and directing Human Resources operations for the City which include Employment Services, Benefits Administration, Classification and Compensation, Training, Risk Management, Employee Relations, and record keeping under the direct supervision of the City Manager.
Major duties include:
Encourages and exercises leadership in the development of effective human resources management and administration within city departments.
Assists department heads and others to determine personnel standards and needs, and in the resolution of personnel problems.
Assists in the guidance of employees concerning personnel policies and procedures, pay plan, benefits, etc.
Directs the recruitment and selection process to include reviewing personnel requests from departments, discusses requirements with requesting supervisor to ensure proper posting and advertising of vacant positions, administration of the testing process and conducting interviews.
Manages benefits program, group hospitalization, life insurance, and pension plan; oversees the development and administration of employee benefits programs and makes recommendations for changes through researching and developing new plans; coordinates employee briefings to provide for initial and open enrollments for such plans.
Supervises the maintenance of personnel records.
Maintains a record keeping system that provides for the review of each employees performance documentation for consideration during performance evaluation, promotion processes, rehires, disciplinary action, and transfers.
Maintains affirmative action program and ensures that all necessary reports are submitted annually; Recommends changes in the personnel policy, classification, compensation, benefits, training, and other related personnel functions.
Provides direction and support to management and staff on a wide range of human resources issues; provides leadership and consulting support to city management on human resources matters.
Investigates from time to time the operations and effectiveness of personnel administration within City departments and reports findings and recommendations to the City Manager.
Maintains a position grade analysis, which includes authorized job title, job descriptions, pay ranges and other relevant employment data.
Initiates the revision of the position classification program for all positions on a biannual basis.
Study is based upon comparable survey data of similar positions in both the public and private sector.
Also conducts surveys regarding employee benefits.
Develops policies and administrative guidelines that assure proper and necessary employment conditions are met for effective City operations.
Assists the department with the development and maintenance of job descriptions and performance evaluations.
Submits Human Resources reports annually to include GMA Retirement Census, Wage and Salary and EEO4 reporting in a timely fashion.
Reviews and approves all employee performance evaluation forms for completeness and accuracy prior to merit increases being entered into the HRIS.
Reviews performance evaluation forms and recommends changes as necessary.
Conducts orientation and review of payroll, appropriate personnel policies and benefits with new hires.
Assists with the development of promotional procedures that give appropriate consideration to the applicants qualifications, performance, knowledge, skills and abilities.
Coordinates the administrative hearing process for resolving employee grievances and disciplinary appeals and serves as recorder during the hearing.
Prepares and manages departmental budget; analyzes costs for various services and activities.
Supervises other personnel functions such as recruitment and selection, employee classification, workers compensation, employee wellness program, employee assistance program, employee annual recognition program, employee picnic, etc.
Performs other related duties as assigned.
Minimum qualifications include:
Extensive knowledge of the theories, principles, practices, and procedures of the operations and functions of public personnel administration.
Extensive knowledge of management, personnel management/personnel practices, policies, procedures, standards and regulations, relevant federal and state laws and local ordinances necessary in the completion of daily responsibilities.
Extensive knowledge regarding employee benefits, compensation/classification plans and workers compensation.
Knowledge of accepted training techniques.
Skills in interpersonal relations and problem solving and skill in oral and written communication.
Ability to keep abreast of any changes to policy, methods, operations, budgetary and equipment needs, etc.
as they pertain to departmental and personnel operations and activities.
Ability to develop and administer policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals Ability to develop and administer operations and staff plans and objectives of expedience and effectiveness of the specific duties of the position.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Minimum qualifications include the knowledge and level of competency commonly associated with the completion of a masters degree Human Resources or a course of study related to the occupational field and 7-10 years of Human Resources related experience.
PHR or SPHR certification preferred.
Minimum starting salary is $82,163 plus an excellent benefits package.
